[vtkusers] vtk and Qt4.6 build problems

Most of the time I leave these turned off especially the tests since I
have been known to accidentally cause it to do a continuous build when
I meant to just build the Debug and RelWithDebInfo.  I have not built
these for 5.6 on any system yet.
