[vtkusers] new VTK_WRAP_PYTHON_SIP

Hey Clint,

Should QVTKWidget2 be accessible from Python? I can see vtk.QVTKWidget, but not version 2... I see you have a Python test for it, but it doesn't show up as a possibility when I do "import vtk".
