[vtkusers] vtklocal build - Java wrap

[Baliki baliki]

I don't mean the vtk.jar file which is built from vtk source.
I mean i have my own cxx files built using vtklocal folder and while i have
built all the dlls, exps, libs, i don't get java classes and the jar file
(e.g. vtklocal.jar)
