[vtkusers] VTK dashboard submission

Submission Successful just means that the file uploaded correctly.
Unfortunately there is no reporting of if the submission was actually
valid.
Just look at the vtk dashboard to get an idea of people use for Build Name.
Typically it is some variation of OS-Compiler.

Nightly, Nightly Expected, Experimental etc... are ways we organize the
dashboard submissions. Some of the key differences are that Nightly
dashboards are a build that is the culmination of the previous days commits,
where are an experimental build will perform a dashboard on the current HEAD
of the repository. Expected dashboards are just dashboards Kitware has
deemed reliable, well maintained and very GREEN (no failures, errors,
warnings) such that we keep them up at the top. On the other end of the
spectrum we have Experimentals, which typically have frequent compile errors
and test failures.
