[vtkusers] Bug in vtkKdTree

I just fixed the bug in vtkKdTree.  Do you mind if I add your test in to 
VTK?  Since the other point locator tests did not find this bug I figure 
it makes sense to add this one in.

I have submitted bug # 0008155 with code that shows that
vtkKdTree::FindClosestPoint does not always find the closest point. The
code is also attached here.
