[vtkusers] Parameters for SetResolveCoincidentTopologyPolygonOffsetParameters(double factor, double units)

Hello

I'm having a few problems understanding what the parameters in
SetResolveCoincidentTopologyPolygonOffsetParameters(double factor, double
units) actually do and how to use it properly. Please could somebody explain
to me how it works.
