Take a look at vtkConnectivityFilter
(http://www.vtk.org/doc/nightly/html/classvtkConnectivityFilter.html)
and vtkPolyDataConnectivityFilter
(http://www.vtk.org/doc/nightly/html/classvtkPolyDataConnectivityFilter.html).
