[vtkusers] install python wrapper

In fact, when I put VTK_WRAP_PYTHON on ON, I always obtain a CMake error :
unknown CMake command : "VTK_GET_TCL_TK_VERSION".
 I've seen in this forum that this problem is frequent but how can I solve
it?
Is it simple?
