[vtkusers] no version of package vtk provided

hello all

i am using VTK with TCL wrapping under windows xp.  most of the time ,
people run vtk/tcl script by using vtk.exe to trigger the tcl scripts and it
will work fine.

now i set the TCLLIBPATH and use the tclsh direct trigger the tcl script but
following errors returned, please someone give me some suggestions on this

the error messages:

attempt to provide package vtk 5.0 failed: no version of the package vtk
provided
("package ifneeded" script)
invoke from within
package require vtk
(file "bla bla" line xx)
