There is no read access restriction for vtkCSCS, it should work. I just 
tried it with a dummy username and it gave me access. Please try again - 
if it does not work, try something like

svn co --username anonymous https://svn.cscs.ch/vtkContrib/trunk/vtkCSCS/

to force svn to not use anything you already have cached
