[vtkusers] JPEG to DICOM

Hi. everybody.
I am going to convert JPEG images to DICOM format.
But in VTK Toolkits, I could not find vtkDICOMImageWriter class. There is only  vtkDICOMImageReader  class.
Is it impossible that creat DICOM image from other external image formats(e.g JPEG,BMP,TIFF images)?
