[vtkusers] configure cmake with dev-cpp

Hi

i tried to build VTK under winXP and configure cmkae o unix make file as i 
use dev-cpp but it gives me that gcc compiler cannot compile sample test 
program.

I hope anyone can help me in compiling VTK.
