[vtkusers] Why is CanReadFile protected for vtkPNGReader

Hi,

I'm using VTK 4.2.2, and have just written a function to read in an image
whose format may vary.

I test each of the possible formats using the CanReadFile function for each
of the image readers. This is public for all of the classes except for
vtkPNGReader, where it is protected.

Is this a bug or by design?
