[vtkusers] VTK5.0 binaries

The reason is so there would be no dependency on Tcl/Tk dlls, and so 
that vtk.exe could be run on any Windows machine as is (from a CD even), 
without any problems, even if there is no Tcl/Tk installed or a 
different version of Tcl/Tk installed.

Whether the reason is good or not is a matter of opinion, I suppose...
