[vtkusers] python compliation problem - debug libraries built under release config

Hi,

I am using the CVS version of 8DEC06 - I can't compile the non-debug python
libs correctly on WIN XP/MSVC .NET 2003. The vtk*PythonD.dll 's are getting
compiled correctly in "Release" configuration, but the vtk*Python.dll 's
only have the ini function. I don't even have a Python debug library, and
didn't see anything in CMake that would plausibly cause the debug libaries
be built in release configuration.
