[vtkusers] vtkDecimate

Hi everyone,

I am just wondering if it would be possible to add the old vtkDecimate
class back to vtk tree. It seems to me that at some point both of these
classes were present but the old one was eventually removed!

I find that vtkDecimatePro does not reduce the number of triangles by a
large amount unless PreseveTopology is Off at which it creates holes in
the mesh.
