[vtkusers] Problems with vtkWin32Header.h (I think)

Unfortunately, I did have VTK_HYBRID_EXPORT set to ON. The problem 
arises with VTK_IO_EXPORT as well. It's basically any macro defined 
in vtkWin32Header.h.
