[vtkusers] how to open the *.tcl files (in WIN2000)?

Hi,
VTK40,VTK TCL 40 and tcl8.3.2 have been installed in my system (win2000).
Yet I couldn't open *.tcl files which are in "VTKSTR" folders,and it always tell me
 "couldn't execute "/../../../Cylinder.tcl":invalid argument". 
I want to create a procedual sourse object according to introduction of the books "VTK User's Guide"(page 44 and page45).
Yet I can't!
Could you tell me how to open the *.tcl files in "VTK40"(in WIN2000)?
