Although I didn't try it, I posted a question about it to the TCL gurus on the comp.lang.tcl newsgroup.
Jeff Hobbs claims that it should work. Maybe he can help you out...
Please report on this list about good/bad experience with tcl dev kit.

There are special tricks to wrapping packages that require external
DLLs.  There is an example of this in the Tcl Dev Kit for wrapping
TclDom that you look at, with some discussion about it in the docs.

                                      The question is: someone has experience to develop applications with vtk in tcl dev kit 3.0 ?
  I know it is possible in tcl pro, but i do not know about  the compatibility to new dev kit release.
  I'm trying the demo version but there are some problems with internal tcl interpreter and compile/wrapper modules.
