Well I don't know of any already existing SVG library, but I would 
certainly try to reuse one. I would go to http://sf.net or 
http://freshmeat.net and look for the most active one.

Also pay attention to the license if your plan is to contribute it back 
to VTK. the library has to be BSD compatible (that mean no GPL or LGPL 
library, sorry).
