[vtkusers] CGNS

It is a "vtk" type writer, meaning it is derived from the vtkWriter class,
and it writes out CGNS format files. I did this a while back, and just took
another look at it and it seems that it will only handle structured grids at
this time.
Attached you will find the source and header files.
