Hello!

at kitware public ftp you can find it

many versions of vtk:
ftp://public.kitware.com/pub/vtk/

version 3.1.2
ftp://public.kitware.com/pub/vtk/vtk3.1.2

To use with Visual C you have to download this files: vtk312Core.exe 
<ftp://public.kitware.com/pub/vtk/vtk3.1.2/vtk312Core.exe> and vtk312Cpp.exe
