Hello David,
I haven't had too much trouble getting Tcl and Python support for VTK 
compiled, although I built/installed Tcl and Python from source on OS X 
10.2.4 and have framework installs on both--the Apple supplied binaries 
don't seem to have all the pieces/parts.  The problem may also be in 
your CMakeCache.txt file.  I'll try to put together some outline of what 
I did to get VTK/Python (and Tcl) compiled installed on OS X 10.2.4. 
 I'm pretty busy right now, but I'll see what I can do in the near term.
