[vtkusers] terrain decimation algorithm implementation

Hello, 

Is there some surface + height / DEM decimation algorithms
implemented in VTK.

I think vtkDecimatePro, and vtkQuadricXXX are not suitable 
for such use.

I would like algorithms on vtkStructuredGrid for example, which woudl output vtkPolyData.

Algorithms which could be interesting are :
lindstrom-koller, topo vista and seumas McNally's ones.
