[vtkusers] adding or contributing

This is a question about contributing to 'base' distribution of vtk, not 
adding useful classes, per se.

I have noticed some differences between vtkCharArray and vtkIntArray 
inasmuch as tcl implementations. This is pretty easy to fix. Once I have a 
working patch, where do I submit this if I think it would be useful for 
vtk?

I somehow recall a developer list for vtk, but I can't find URL or other 
reference. Any suggestions?
