Most certainly "Yes".  Which version of Vtk will you use? 
I think all versions have samples.  Recent versions have: 
 
vtk/Examples/GUI/Win32/SampleMFC/ 
vtk/Examples/GUI/Win32/SimpleCxx/ 
vtk/Examples/GUI/Win32/vtkMFC/
