[vtkusers] [Q] setting TCLLIBPATH for Mac OS X Wish Shell

This stuff won't work yet. I have it going on my machine, and am
cleaning it up for submission. It required a patch to Tk also, which
will be submitted to the Tk cvs repository. Until then, I will make
fixed Tk and Tcl frameworks available. I'll post to the list when
everything is submitted.
