[vtkusers] problem loading libraries

I have problem loading java libraries.
code line:
System.LoadLibrary("CommonJava");
or any other library cause the exception in native code outside java VM.
I am not sure what can cause this problem. Will it help if I turn the ASCI 
option on in CMake? 
Can it be thread library problem?
Should I use some specific option when compile vtk java code into classes?
