[vtkusers] Does vtkTIFFReader support 16-bit format?

I have the new TIFF reader ready but it will have to wait until new release
of CMake. The new tiff reader reads "all" format except old jpeg compressed
tiff.

If you want, you can send me a small sample image and I will test the reader.
