[vtkusers] using vtkQuadricClustering and vtkQuadricDecimation

hello,

1. is there a person kind enough for explaining what are 
vtkQuadricClustering and vtkQuadricDecimation for?

These functions are not widely explained in the manpages.

I want to use decimation in order to decimate a DEM 
surface obtained via vtkDelaunay2D on a points set.

2. especially, I do not understand what means "cost" ?

3. Is there a simple rule to deduce a decimation ratio from 
cost ?
