[vtkusers] Building vtk with only python binding

Hi,

When I was trying to build vtk on Tru64 with only python binding. After
configuring it in this way, I started build with just "make" command. It
ended up with error, saying "Don't know how to make libCommonTcl.a". But I
didn't choose --with-tcl option in configure. Does python binding need tcl
things?
