[vtkusers] problem building tcl on NT

I'm tring to build vtk 3.2 beta on NT 4, The vtkdll and vtkjava libraries appear
to build fine. ( I haven't tested them yet. ) But when I try to build the vtltcl
library, during the link phase I get the following error;

What am I doing wrong?
