[vtkusers] vtk4.0 and tcl problem

I followed the earlier threads of Volpe and Barre and tried the README in
..\Wrapping\Tcl suggestion to SET TCLLIBPATH=../Wrapping/Tcl, but the
packages are still not found.  Using Active Tcl 8.3.4.1 on Win 98, all
Active Tcl demo scripts function properly. tclsh83.exe and then puts
$auto_path gives c:/builder/vtk/wrapping/tcl c:/tcl/lib/tcl8.3 c:/tcl/lib..
Also, building with Borland C++, have converted tcl\lib\tcl83.lib and
tk83.lib using coff2omf to Borland compatible lib's for linking when
wrapping tcl.  Also, where should __TCL.dll's be stored once they are built?
