[vtkusers] Recent (nightly) issue: vtk 4, TCL, Win2000

Hi Nigel. I checked, and the build process doesn't seem to add any entries to the registry, unlike
the binary install. I checked my TCLLIBPATH and it appears to be correct.  How similar was the
problem you encountered?
