I've written a vtkDXFReader class, but unfortunately, I'm not permitted to
give stuff away any more. If you have time to convert some (lots of)
Delphi/Pascal code into a vtk class, here's a public domain version of the
DXF code I released several years ago.

If you want a licensable C++ DXF library (not vtk friendly), search for DIME. 

Also, search the mailing list archives. About a year ago I sent a prototype
vtkDXFReader to someone on the list and they may be in a position to send
it to you.
