If you are using debian Linux get the vtk-doc deb (for potato)
from

ftp://www.aero.iitm.ernet.in/pub/linux/debian/unofficial/

This deb has some simple documentation in html format that integrates
with dwww and doxygen (if you have it).

If you dont run Debian visit the following site

ftp://sic.sp2mi.univ-poitiers.fr/pub/barre/vtk/doc/

get the scripts if you want them and get the html.tar.gz. This has
the best vtk documentation on the planet. :)

You would need doxygen to use the scripts and generate your
own documentation.
