BUG in vtk3.1.2: vtkPolyDataConnectivityFilter

I've update to vtk3.1.2 (just the binary tcl installation for windows) and
vtkPolyDataConnectivityFilter causes an application error when used for
large polysurfaces (it worked with a previous vtk distribution for the same
code and polysurfaces)

(eg)

1. run ./graphics/examplesTcl/Decimate.tcl
2. open vtkdata/fran_cut.vtk
3. from the edit menu, click "connectivity" ... error

if you decimate the surface down to 4000 polys, the connectivity extraction
seems to work OK
