Yes! There are!
vtkThinPlateSplineTransform does this kind of warping using two sets of
landmarks - before and after.
Two tcl examples demonstrate its use:
contrib/examplesTcl/TestWarpReslice.tcl
contrib/examplesTcl/thinPlateTransform.tcl
