Win98 Problem

I'm trying to build an graphical application using c++ (Borland Builder)
and I need to use vtk. But unfortunately I'm working on Windows98 and
I'm not able to use the vtk library.
I make all that described in the Visualization Toolkit (setup-pcmaker)
but the dlls didn't appears. It's possible to use only the varius
include files to get vtk classes available?
