Try using the SGI compilers, if you have them installed.  That worked here
(IRIX 6.5.4f):

env CXX="/bin/CC" CC="/bin/cc" ./configure \
  --prefix=/opt/vtk \
  --exec-prefix=/opt/vtk/ARCH/IRIX \
  --with-tcl --with-shared --with-tkwidget --with-patented --with-contrib \
  --with-python

"make install" seems broken though; you'll need to install by hand.
