[vtk-developers] TBB uses Apache license

I have a few concerns:

* It may not be as trivial from build perspective. TBB has a few libraries,
some of which we don't use. So the build would have to be configurable.
* The TBB we bundle may end up stale. The way our other 3rd parties are
often stale. This is especially relevant to TBB since it is updated to
support latest processors (like the KNL).
* I am not sure about his but I wonder if system deployed TBB versions are
optimized. Intel bundles TBB with its compilers for example. They are also
deployed on supercomputers etc.

So I would recommend holding off for a while and figuring some of these
things out first.
