[vtk-developers] Request: Make certain methods related to tooltip labels in vtkPlot virtual

Please make the method GetNumber() in vtkPlot virtual so it can be overridden
in a subclass.

This would allow better control over tooltip label generation by
re-implementing it in a subclass that handles additional kinds of "notation"
and corresponding labels for the given axis. In particular, date-time
(timestamp) labels.
