It isn't?  Most commit summaries are, in fact, short imperative
sentences, and I definitely like to see capitalization and a period:

    Fix the tolerance for point picking.
    Update zlib to latest version.

These are very nice sentences that express complete ideas.  Perhaps
they are compacted somewhat by removal of articles "the", "a", etc.
but that's no reason to deprive them of their sentence-ness by removing
the capitalization.
