[vtk-developers] Changing include directories order

Hi All
On an unrelated topic on paraview-dev ml, we found the VTK module include
directories are added after all other directories, and that can causes
problems in some cases.

Please feel free to review this MR that fix the problem by using BEFORE
options in moduleMacros.cmake.
