Sure. Your background sounds sufficient. The fact that you are discussing
things on the mailing list is a good indicator of success too.

More advice:
* If you work with the list and a project mentor your proposal is much more
likely to be a good one and be chosen.
* Google SoC organizers say that across all projects, students who manage
to submit even the tiniest patch (say fixing a typo in documentation for
instance) to their mentoring organization early on are 90% more likely to
get a passing mark than those who do not.
