For example, tarvalon died yesterday due to power supply issues. That
would be an email. Or some days Kargad just gets stuck and one has to
manually restart it, but that's not after a few merge requests have
failed on that machine. One could email saying Kargad was stuck and
has been restarted so people can judge if the dashboard failures have
been because of the machine or because of the merge request.

Or simple things like if some developer is debugging code on some
dashboard machine and has paused the dashboard, then he can email this
list so people know not to expect builds from the paused machine.
