[vtk-developers] Build Error When Building from Master branch

I believe that this originates from the fact that one of our servers is
down today for maintenance. You should be able to disable testing to
prevent test data from being downloaded. Alternatively you can download the
data from here: http://www.vtk.org/VTK/resources/software.html
