On the subject of mingw, a couple users have complained on the list
that when VTK is compiled with mingw, the output libraries are
prefixed with "lib" as if they were being output for UNIX.  I'm not a
mingw user myself, but what is the policy?  Is mingw supposed to
output libraries that are traditional Win32-style dlls, or is it
supposed to mimic UNIX like cygwin does?
