[vtk-developers] CDash at home Windows volunteer

The continuous should catch the case of code getting in because of a flaky
cdash at home server, and if not the nightlies will.

I'll see about giving tarvalon a fonzzy since Robert is out of the office
at the moment.

In any case +1 for more submitters.
