[vtk-developers] Avoid automatic CDash at Home builds for WIP:

Hi robot commanders,

I would like to change the behavior of Gerrit automatic CDash at Home
builds: if the commit is a "WIP:", builds will not be started by
default.  If they are still desired, they could be triggered by a
"request build" in a Review message.  This is to avoid overloading the
CDash at Home clients and get feedback from the highest priority patches.
 Are there any issues with this?
